An article entitled America's Top Fifteen Emptiest Cities spends much of its time looking at rental and homeowner rates (a further examination of the issue can be found at what ABC calls its "Partner Site" here) but doesn't see this as an opportunity to create jobs (yes Kermit: Green Jobs) and communities that are, at least in terms of energy creation and usage, happily self-sustaining.
