We want to believe that the bad guys have sold their souls to cold, slimy, blood-drinking gastropods; that humanity isn't doing these things to itself on its own, but is corrupted from the outside. That's why it's such a common trope in science-fiction; we want to preserve our Locke-ian illusion of basic human goodness.

Yes, when the structure and rules and the Social Contract are stripped away, people behave badly. That's why we need the structure and Social Contract and why we should value it and work to maintain it.
